I own one of those penis pump items. Here is my experience from using it only once.

The opening to the tube had hard plastic flanges that tightly presses into the penis. After lubricating my penis, it was a struggle to fit my penis in all the way.

There was no instruction on the safe number of pumps before you run the risk of rupturing blood vessels and other problems as stated on their warning card. So I pumped it about 20 times, then agitated my penis by stroking the tube back and forth, then a got an erection that got bigger and bigger and bigger until my penis went to the end of the 9" tube.
